I have gathering storm. Is it worth getting rise and fall?

I’ve got gathering storm with (I think) all the rule sets from rise and fall. I think I’m missing out on the odd wonder and a few civs. Is it worth picking up rise and fall while it’s on steam sale to fill this small gap or Is there stuff I’m missing that I don’t know about that I really need?
 
If you have GS, you have everything from Rise and Fall except it's civs, Well, it's for you only to decide if ir worth paying additional money for a few more civs.
Personally, I never bought second expansion for Civ 5 and didn't miss it at the time, but now I feel sort of a pity I never played Polynezia.

This is what I wasn't sure about. If you buy GS alone, do you get the governors and loyalty system that came out with R&F? I know that GS made some changes to governors but I assumed they are built on top of R&F and without R&F they simply wouldn't apply. But if that isn't the case then yes, getting both is much more questionable and I'd probably go straight to GS.
 
If you already have Gathering Storm, then Rise & Fall will unlock 8 new civs, 1 new leader, 8 new World Wonders and 8 new Natural Wonders. I think this content is well worth it. Some of my favorite content in the game is from Rise & Fall: Netherlands and Polders, Mt. Roraiama, Taj Mahal, Temple of Artemis, Ubsunur Hollow...

I'm pretty sure it would come with governors, or else Suleiman's ability doesn't make sense.

In terms of the value you get from R&F, I'd say it depends on how much you care about the 16 wonders, because of the 8 civs and 1 leader only 3 are really designed interestingly and/or fun to play (unlike all 8+ in GS being really cool): The Mongols, Netherlands, and Mapuche. It is nice to have a non-Gandhi leader for India though, even if his ability is just a variation on Cyrus'.
 
I would disagree slightly with j51, as I think some other R&F civs are also fun and/or interesting, including the Cree and Korea.

All of the mechanics from R&F, to the extent relevant to GS, are in GS (in some cases, in modified forms), so if you want the minimum expense to be able to play the current game, you are fine.

You don't specify whether you have the vanilla DLC packs, but if you do find you enjoy the game and have any "completionist" tendencies (as, sadly, I tend to have), you can watch for a deep-discount sale and pick up R&F and any missing DLC on the cheap. This will allow you to pick up R&F and DLC-specific achievements (if those matter to you)
 
In civ5 I was completionist but I don’t seem to have the time now. I have one dlc plus GS. I’ve just gone 1st DV and it took ages. I’m guessing Statue of Liberty is in RF. I’ve just seen that it gives 4 DP which i’d Assumed was 1DP!!
Still not sure if it’s worth the current £12 on steam. Do any of the missing civs have traits that relate to the dark/golden ages in RF?
 
The Mapuche gets a strong combat bonus against civs in a golden age, Georgia gets era score from dedications during golden ages. Those are the only ones I can think of.

Value is subjective, and depends on many factors, including your own finances, how much time you have to spend on the game, and how you feel about the additional content. I personally would probably have bought it, but then again, I am a bit of a completionist.
 
Thanks for the responses guys. I think I’ll play all the civs I got with GS and it I still want more at that point i’ll Cross my fingers that the steam sale is even more than 50% off.
