Only available to infernal high priests of the veil. I need to change it so that any high priest fo the veil who isnt at war with the infernals can cast it.

this bodes another question then. are the sheiam going to get back the hellfire ritual? or be given a way to make peace with barbs, or is the hellfire spell jsut going to be tied to ashen veil?

the way i see it, the only people in the game with divine and choas 3 are the upgrades ritualists. in any case since the hellfire tiles create "barbarian" units wether your at peace with hyborem is moot. your giving him more power by brining more demons into the world.
