I need HELP!!

Will someone please email me or show me a file that will tell me how to make scenarios. Do i need a special program, or what? I've got some great ideas, but knowing how to put them into effect would help alot.

Hi, I attached "Radiospace’s CIV 2 Scenario Design FAQ", it is not the newest source, but still one of the best...

And all you need to create the scenario is Civ2 - its cheat menu offers lots of edit options. If you have the AddOn "Fantastic Worlds" it has several editors to build a scenario.
You may also need a graphics software in case you decide to make your own graphics for units, icons etc, but there are also tons of graphics for civ available on the net.

Yes. S-League has the best body of knowledge regarding scenario making. There are articles by all the well the known pioneers, including essential references like
