I spy you Spy

Has anyone had any luck infiltrating other civs. I have tried but am usually unsuccessful infiltrating my ptential rivals. The weaker civs are sometimes supceptable but not those on my level. What can I do to increase my chances of success.
 
The only way to establish a spy is to keep trying. If this turn it failed, try again next turn but keep track of their mood. Failure to establish a spy will make them dislike you and especially if they're on par or more powerful then you.
 
I think it has nothing to do with power nor level. I was the most advanced and powerful civ in my game with 11 others on a huge map. America was in war with almost every country and was totally diminished to a single city of size 5. I tried to plant a spy there. After 5 unsuccessful tries, AI instantly declared war on me! (We were on separate continents and it had no naval units!)

Also, (if you check at the editor) spies are regular in all government types, only veteran in communism.
 
Sorry my mistake....

Have one game where I was good terms with France and failed an attempt on the spy and they're still polite towards me. In the same game, the Indians sneak attack me once and with peace declared I tried the spy and failed. They immediately declared war though their forces are inferior.

Conculsion: Based on their aggression level (India and France are the lowest aggressive civ in the game) and the past dealings with your civ (India sneak attacked me/Got the French to declare war on them/Razed few of their cities), they'll react differently to your diplomatic actions.
