That should eat it - obviously. Quite a few people run that spec now with no issues as such.
Post a Dxdiag and someone canlook at it for other things, but I cant see problems with a high end system like that. It would be overkill for Civ IV alone, but as a game machine it would be a wise move, will help with other games / new version etc which are all bound to demand more in hardware as time progresses
There have been people with issues as you saw, but the Board went from Meltdown to gently simmering once V1.52 was released. When you step back from the problem areas its still a small percentage of people having problems and a lotof those are not code related, vast majority are fine, especially after V1.52. People post here because they have an issue, not because they like it - so clealy this forum looks like chaos, doom and gloom around the world, its not.
As always with early game releases, it takes time to settle, and you may hit an issue, thats games in the early part of their life, but I would have no concerns, go buy it. Given the nature of that spec,I would not hesitate and buy 2Gb RAM not 1Gb, games are rapidly getting to the stage where 1-2Gb will become the norm, so may as well go for it now as you are upgrading.
