I could automate builders to repair without input. Or even have a new unit: Emergency aid workers that do the same. You could even donate them or have them fix another civilisations issues as part of a 'Aid XXXX' congress event.

It seems AI rarely use builder to repair the damaged tiles. I often found that an AI civ was hit by natural disaster 30 turns ago but all tiles are still pillaged. So there is the dilemma: I want more disaster to make some abilities more interesting, for example, Japan's divine wind ( actually I never have really encounter a hurricane comes in time during battle.) However, more disaster seems crippled AI, which is not what I want.

I agree that the AI should be better at handling disasters but I enjoy that they are there. It adds to the challenge of the game. I say this as someone that always plays at level 4. I guess I enjoy the unpredictability more than most.

Well if the AI was improved for automating players builders perhaps that would help the AI too.

Not just disasters. Last game, I pillaged every improvement and district around one AI city, and ~100 turns later they were not repaired.
