If I fire an ICBM or Tactical Nuke at a city, will it destroy or damage any or all of the units, in that city?

Kills roughly 50% of the units.

50% chance of surviving for all of the units in the target square and adjacent squares. The city will also lose half of its population.

Nukes will always survive a nuclear attack. It's the game's way of simulating MAD (Mutual Assured Destruction).
