The first game I launched ICBM's Everybody teamed up on me after I used about 5 ICBM's After that I was determined never to launch ICBM's again.
I've been playing after the Demogame Final save. At one point I conquered everyone except the Zulus, Indians, and English (I had recently declared war on the Romans taking them down to 1 city which I took next turn). The Romans had an MPP's with the Zulus so I was already at war with the Zulus. I had a spy in every civ so I knew the Zulus had a Tactical Nuke, and stole their plans to find out where it was. I had 52 ICBM's and launched 3 nukes at that city hoping to destroy the Tactical nuke... to no avail. So The English declared war on me for Launching Nukes. As a result I nuke nearly every Zulu and English city, the Indians stayed nuetral after I took my ICBM's down to 24, so I used about 28 on 'em.
Next turn the English used their Nukes on me 4 got killed by the SDI and 2 got through to hit 2 very minor cities, lower than size 12. There were lots of better targets, even if you go by size there were size 38 and 32 cities which were MUCH better targets, not to mention cities in the size 20 area which were production powerhouses, one of which was my capital. Why those minor cities which didn't really hurt my offensive ability.
The Indians declared war on the English and launched their ICBM's on them because they launched ICBM's on me. So my launching nukes on the Zulus and subsequently the English resulted in the Indians cleaning out their nukes on the already devistated English.
After a while of conventional warfare, I got peace with the English and after that the Indians attacked me so I nuked all their cities and the English didn't declare war against me again.
India and the Zulus have been relatively easy to conquer (except for the transportation factor caused by the destruction of their rail/road system by the ICBM's). Not to mention trying to clean up the pollution and stop the gobal warming has been a challenge.
Now I've reconcidered my policy twoards ICBM's. It seems like it's good to use them if...
A.) You have a HUGE stockpile and your foes only have a few
B.) you have a Huge Production base and LOTS of cities.
C.) You have SDI and they don't
D.) you don't really care about the Global warming that WILL result.
E.) make sure you can Nuke at least every Productive city they have (their core/ continental cities). This includes the cities of EVERY other civ. or else you may get everyone against you and 1 will be able to majorly hurt you.
F.) Get a spy in there and steal the plans so you know what the prime targets are and if you need to hit remote locations such as colony cities or the ocean with HUGE stacks which NEED to be taken out.
G.) While in the process of conquering build lots of workers, to clean up the ecological disaster you've created in the lands you've conquered.
