[IDEA] evolving city states

If anyone of you ever played the Rise of Mankind Mod for Civ IV, you'll maybe know what I'm talking about:

Barbarian cities, if left alone, evolve to city states.

City states, if reached certain sizes, then evolve to real Civ's.


As I am no modder I hope somebody likes this Idea and would/could do it....?

There are already many Cities for barbarians in the XML definitions, so I suppose modding barb cities wouldn't be too hard.

Also keep an eye on my City State Empires mod, should be getting a first simple release soon, but much more is to come! Feel free to make suggestions in the tread in my sig.
