i honestly think there aught to be ways to force contact with civs and demand things, i mean for example, you cant demand open borders in tribute, you pretty much have to vassalize, which is impossible, but the dutch certainly opened up japans borders well enough.

Clearly you don't know how the French fought the Germans in WWI. And while I am putting down the "French are cowards" crap, this was definitely the low point of French strategic ability.
