- (Economic) +1 amenity per 2 holy site or theater square specialists. +2 faith and culture in cities with both districts.
- (Economic) +1 amenity per 2 harbor or commercial hub specialists. +5 gold in cities with both districts.
- (Military) +1 amenity per 2 encampment specialists. +1 amenity if the city has a garrisoned unit.
- (Economic) +1 trade route capacity in cities with a commercial hub or a harbor and 15 population or more. (this one might be a passive buff, not a policy card)
