[NFP] Idea for tall cities (balance change)

- Neighborhoods increase max. number of specialists in specialty districts by 1. It stacks, i.e. more neighborhoods -- more specialists.
- New policy cards:
- (Economic) +1 amenity per 2 campus or industrial zone specialists. +2 science and production in cities with both districts.
- (Economic) +1 amenity per 2 holy site or theater square specialists. +2 faith and culture in cities with both districts.
- (Economic) +1 amenity per 2 harbor or commercial hub specialists. +5 gold in cities with both districts.
- (Military) +1 amenity per 2 encampment specialists. +1 amenity if the city has a garrisoned unit.
- (Economic) +1 trade route capacity in cities with a commercial hub or a harbor and 15 population or more. (this one might be a passive buff, not a policy card)

Would be fantastic if Firaxis rolled this out with the remaining NFP Packs. Specialists need more attention, because they are one of the main keys to enhance the Tall Play. Unfortunately, not moddable.
