Ideas for a fantasy/magic mod

We all know there will be no Fall from Heaven for Civ5. It used to be my favorite way of playing Civ4. I would love to see a good fantasy mod for Civ5. I am no coder myself but I would like to at least start a debate about the possible ways of implementing magic/fantasy elements in Civ5 - so our great modders can steal... ehm... implement them. ;)

A few of my thoughts:

1) Strategic resources

With the new way strategic resources work in Civ5 it is a great way to implement a lot of magical effects. Think resource "Unicorns" or "Dragons" for special troops or one or more types of mana resources...

2) Culture-like magic

Science and culture are now independent of gold. Magic could be implemented as yet another population-generated beaker type - with it's own "tech tree" (or an SP-like tree). The problem with this is AI - one would have to teach the AI to use the new game aspect. One way to make this easier would be to substitute culture with "mana" or something along the lines. It would make sense only in a world permeated with magic but wouldn't require so much of AI reworking.

There are a lot of different worlds you could use. You would probably want to write/find lore you want to use first, and then design the magic system, units, resources, and gameplay around that.

Warhammer would be a pretty obvious choice that would provide several factions that are unique in how they act and tend to build their own versions of civilizations.
 
I don't intend to think about a concrete world - I am not a modder and wouldn't know how to implement my ideas. I wanted to create more of a game mechanics related thread... But it isn't getting a lot of attention anyway. Maybe you're right that the world needs to come first.
 
I'm all for it that somebody does a head start into developing a fantasy mod. I've hardly played any vanilla or BtS Civ4, almost exclusively FfH - and Warhammer Mod for Civ3. :)

Well one thing might be the use of GPP for "building" you magic casting units.
