Ideas for Barbarians

One of the ideas on "A Big Vision for Civilization 4" (http://forums.civfanatics.com/showthread.php?t=116489) was the concept of minor civs which will spring up and fill up unused lands. I think it would be cool if FFH2 had something like that. Some barbarian cities can spontaneously turn into a minor civ like Revolution mod does.

And barbarians themselves could be more diverse. Not just orcs but primitive stone age humans, horsemen raiders, and full fledged pirates with a base on a coast raiding other civs.

Well, at the moment, each of these is in as a civ. Can you put one civ in as always war without having always war with everyone? I don't think so (except in scenarios) but that would accomplish this.
 
Doviello, Lanun, and Clan of Embers I just don't find them attractive enough to play with. Primarily because I just don't see them as developing into a great grand civilization. If a minor civ mechanics was implemented, I'd nominate to put these civs into the that category.
 
I suspect this could be built into the editor--assigning a civ not just to be a unplayable, but also always at war with the player (but not barbs).

however, I'd say just in the editor (so you can put them that way if you want) since I'm sure each of these civs has some fans who enjoy playing them (especially after the scads of new art they'll get on friday.)
 
I love Lanun: they are so fun on archipalego: just capture enemy ships with the boarding party. (wow that was horrible grammar)

i really like the idea of leaving barbs alone long enough for them to turn into full-fledged civs...
