Identifying which city owns a tile

Now that with moving water cities a tile can be owned by a city that is not close to it at all, there should be some way of identifying which city owns a tile so we know which tiles are lost when a city is captured, and which owns resources and can build a local resource requirement building.
Also we know that you can steal enemy tiles with moving water cities, which means you can probably change which tiles your own cities own in the same way. Again making it important to know which tiles belongs to what city.
 
They could make it the workable area, but then they'd have to allow two cities to construct a local resource exclusive building if their territory overlaps. Otherwise you'd still need to know which city officially owns the tile.
I thought it might work that way, way back in early Civ 5 but I learned it was not the case. It can be especially irritating when a city grows its boarders outside its 3 tile radius to grab a resource, which prevents the city I planned to build in that area from using that resource for a building.
