I recently started a game on the Europe 1938 map, but I've noticed that a lot of the time the AI leaves units standing around without giving them orders (or in a more extreme case, USSR being at war with Germany for 15+ turns with neither side attacking each other). Has anyone else noticed this and if so what causes it?
