Idle threats?

Yet another diplomacy mechanics totally broken. In the beginning I usually gave into demands because 4 gpt was so neglectable, so who cared. Until I saw a YouTuber saying that you should never give into demands no matter what as it didn't have any impact at all. It was so dissapointning to find out. There are so many things in the diplomacy they tried to copy from Civ IV but just never finished. It's so strange and I think it's a good representation of what civ 6 is. Alot of content but unsatisfying results and mechanics.
 
On the flip side, I've found that you can demand stuff from the AI if you make a show of force and bring all your units next to their border. It's an okay source of gold when you have a significant army in a time of peace, if nothing else.
