If I build a city that is not by the coast, can I still feed off work boats?

I am thinking of building my 3rd city which is around 8 tiles east of my capital. My capital is by the coast, but I am thinking of founding my 3rd city away from the coast.

There are 2 fish tiles which are 3 tiles away from where I would find the 3rd city. If my capital produced 2 work boats and worked the fish, would my 3rd city be able to use the fish, even though it's not by the coast?

The fish are all only 3 tiles away from the city, within it's radius, so in theory they should be workable. But the city isn't coastal, so i'm not sure.
 
Yes, but you would just get the food from those tiles, since you can't build a Lighthouse, Harbor or Seaport in that inland city. Not the best return on investment for the workboat hammers, but any food is good food.
 
As long as the tile is within the city radius, and you can get a work boat to it, the tile can be worked. The radius of a non coastal city extending to water tiles is quite common. Those tiles are not lost just because the city is not on the coast.
 
Yes, the tiles will be workable; however, you will need to build a Work Boat in Addis Ababa (or another coastal city) and send that to improve the fish tiles.

If I founded my city 1 tile north west i'd miss out on the 2nd quarry. That is why i'm hesitant about moving to that north west tile.

Another option is founding one tile to the north-east, but then you'd miss the fish on the left side - but perhaps a third city on the south coast could get either the stone or the fish you don't get with this one? Coastal cities generally rock, particularly if you can get them at the end of a bay like this one.
