Don't confuse the general concept of civil service with specific bloated bureaucracies that you've doubtless run into. (And who doesn't?) Those combine civil service with multiple overlapping layers of personal /political agendas resulting in ugly, rigid, self-preserving, internally conservative structures.

But around here at least there are plenty of smoothly running civil service operations that do their jobs without excess or extravagance. :-) We don't notice these success stories as much as the screw-ups. They're just there, doing their jobs while the headlines showcase the agencies that can't manage to do it right.
 
Ships navigating their way around the globe would take hundreds of years and the (intensely bedraggled and highly insane by this point) crew is the same as the one that set out century ago. After the successful crew completes its voyage, instead of being allowed proper rest, they are sent off to explore the waters until the ends of time.

...Obelisks built in 3000BC would still be standing
...Stonehenge was built in London to discover where they are before calendar
...Towns could be built, that, while having no-one live in them, generate commerce
 
America would be under british control, YAY.

There would have been no spanish armada, the spaniards would have been happy with the fact that england was christian.

the third world would be doing fine economically, they would just cut science.

-The wooden barracks that was built several thousend years ago in Washington DC still stands in perfect health with no renovations needed,

-Sadly over a thousend people had to die to build it in one turn

- The cause of the whipping (because those whips are sooo deadly!) was because people would get sad when those whole bunch of babies were about to be born, so we needed to cut the excess pop (We will take you to Geneva for violations of the treaty Sirian!)

-They were born because we suddenly had a full grainery of wheat

-There is only one food, and only one crop (besides for those sporadicly growing luxeries), wheat.

-Those people get mad when a city has 6 pop and no wine and they feel that the city is "Too crowded"

-Those people can't move out to the towns that are randomly lieing about.

-Despite the fact that the only buisness in 3000 BC was in trading my furs for your wheat, those towns magicly generate money.

- O wait! Currency has been discovered yet! :eek: No one knows what is really happing when we get those wierd peices of shiny metal, but we take 'em anyway and store them up for a couple hundred years.

-Even if Gold is a wonderful luxery, all those small peices of it does no good toward making me happy.
 
After WWII, the German Empire would have ceased to exist, having been conquered by the British, American, and Russian Empires. These empires would still control the cities they conquered.
 
The british would be upset with us still because we were at war.

Japan would be upset with us still because we declared war on them. :lol:

Oh and George washington would still be leading our country.

Not to mention we would of never had the civil war. ( Civil wars do not occur in civ 4 but could in civ 2)
 
from space we would be able to see little bars over Big cites like Tokyo saying 15
 
sorry if some of these sound familiar...
-the world would be an inhospitable desert because of the insane global warming cuased by nuclear bombs
-there would be no need for weatherman, everyday is partly cloudy
-military troops, and others, would be taller than typical city structures
-World War I would not have been fought in trenches, since all you have to do to fortify your position is move in closer and grunt
-enviromentalism would be dead (oh, wait...)
-countries would be constantly at war since they could easily bribe other countries to join in
-the only advancement in human technology in the future will be called future tech, and it will increase health and happiness (sounds like sex)
-everyone has the same voice, and it souds like Spock
-Russia would be recognized as the greatest country, since they made it to space first
-Mt. Everest would never have been climbed (or any mountain for that matter)
-massives armies would consist of a stack of 10 tanks
-instead of driving to work, we would ride a train
-crime would be iradicated
-the world would constantly have new civilizations, rules, and charecteristics, since a select group of people called "modders" would always be changing it
-all that you would need to do in order to learn how to live would be to read a 224 pg. instruction booklet
-and lastly, if the world was like Civ IV, we would be constantly contemplating what the world would be like in Civ V
 
If the world were like Civ IV...

...Bronze axes would chop up Iron Swords any day

...Cavalry with rifles would get pin-cushioned by medieval longbows

...Indian Railways would have covered every corner of India much before a line linked London to Birmingham

...somehow, Imhotep would have found the diplomatic skills to build the UNO in one year..or just construct the building and leave the rest of the world to spend an eternity bickering over what to be done with it.

....Iron ore can be mined in the same place for over 4000 years without being exhausted

...one trip by Marco Polo and the cash reserves of Europe get quadrupled.

...You can have universal suffrage, taking care to exclude those not of your own religion(theocracy) and those considered slaves(Slavery)
 
Most of the modern navies would have been upgraded from Frigates and Galleons, while at sea.

Half the armies would have been recruited the first half of time, and retrained every few centuries

You could turn a Horse into a Helicopter

America would declare war on the UK for not giving them a map
 
All I tought about is that if Civ4 would be real life I would not want to be a worker

working all your life and even more .... some workers work fo 6000 years without going back to see your wife and kids, the only good thing is that a retierment plan must be good ....6000 years of building a retierment fund must be good!
 
Hillary never would have made it up Mt. Everest.
 
People care more that money gets spent on entertainment rather than health & welfare!
