If we had a "civ focus" game, what rules?

Would need to be changed implies that we start from our current rules (or others past rules). I think for a new focus to be successful, the best thing to do is start afresh rule-wise.
 
Two points above all: the site rules always supersede; and rules are just a
tool, necessary and unavoidable, but a tool not a goal.

There are several "functions" that are nothing more than the parts of the
game: domestic, military, commerce, diplomacy.

Depending on the number of players each function is headed by an elected
Officer. And unofficial groups work with the officer (posting and discussing
the situation).

Chieftain and turn players shall be the same, that is, Chieftain plays the turns,
or, if roulement desired, next DP plays the role of Chieftain.

The threads are the strong point of the game (each player must strive to
always say why this way is better). There two kinds of threads: for each
office/function and requests from one office to other.

When lack of agreement inside a function the officer decides; when between
functions Chieftain/DP decides.

I think strongly encouraging attendance of the turnchats via the laws and rules would help keep participation up for a civ focused game. Turnchats would serve as not only a place to listen in on the play session, but also a social event that may keep many demogamers in the demogame. To the point legal and decision making debates got boring very easily for me (if you couldn't tell) and if there is little RPG, I don't think that we really got a feel for eachother as a community this demogame. (But then again, one can argue does that really matter?, Hint: I think it does.)
