If you do this does it count as ROP rape or worse?

Have you ever brought a settler INTO the AI's territory and settled a city? If you started a war this way, do you get an attitude hit of -100 points? Does it count as ROP rape or is it even worse? I always wondered about this.

Yep. Its frequently how I'll kick-off an overseas campaign... that settler makes a good unloading point and base of operations for the initial landings.

Dunno. Probably. I only do it at the point where I don't give a $%!# about my reputation and have happiness controlled via luxs and the happy-slider.

I've done it occasionally on a massive scale, just to end the game in 1 turn. Had ROP with Russia once, made sure they were nice and railed, then pumped in about 15 settlers in every open spot I could find; the extra 100+ tiles put me over the top for domination

More satisfying than actually fighting them, and quicker than moving a bunch of units around.

Yep.

If you have any unit in the AIs territory when declaring war - and building a city in anothers territory is a de facto declaration - then it is viewed as ROP abuse.

However, you will get a rep hit not an attitude hit; the other civs might still love you to bits - they just won't trust you.

No, you won't get a rep-hit from DoWing as long as there are no active and binding deals and especially no RoP, or you do it by refusing a definite boot order.

The game is actually far more lenient wrt rep-hits from DoWing than it is commonly understood. Having a little bit of military force in AI territory when declaring, even if it was there at the beginning of the turn, doesn't matter - as long as the rest was OK.

So, no, DoWing by settling will not give you any rep-hits, as long as you don't have an active RoP agreement or otherwise break any (binding) treaties. (Come to think of it, kicking off a war with a pillaging scout seems like an intruiging idea that could really increase the value of the exp trait.)

ETA: The consequences for attitude should be no different from that of any normal DoW.

Wouldn't an explorer work just as well, if not better, since it's faster?

You can pillage with scouts? I can't, so there must be a difference somewhere.

I'm tried that, and my game won't even let me. I walked into the middle of the chinese territory. It had four silks by a river. Clicked "build city" and my military advisor popped up and said, "Are you sure you want to declare war on them?" So, my game would have none of that.

If you had said 'Yes', you would have created the city and then gone on to war as axehaxe stated...

Oh! I miss read axwhaxe's post.

Time Out.
You can not settle a city within foreign borders, can you? Then why do you think you can get a prep hit?

You can settle in someone else's territory, but it is a declaration of war and trashes your RoP reputation.

I couldn't, except in mods, when I had Gold, but I can on CFC. So maybe it's a new feature.
