I'm suzerain of Muscat-why do I not receive their coal?

I have been lusting for coal for many, many turns. Finally I decided to lay down envoys upon Muscat to obtain their coal. Upon doing so I received all their Copper and Whales, but when I went to my nearest coastal city to build my first Battleship . . . it was greyed out!

Upon closer inspection at my resource window I was able to clearly see that I was receiving the aforementioned resources from Muscat but no Coal!! Muscat is on the other side of the world, separated by ocean, but should this make a difference? Does anybody know why this might be happening?

Do you have any Coal Factories? Most of the time, I build them because my Industrial Zones have huge adjacency bonuses, without caring they may burn flthy coal to generate power (that I most of time do not have).
 
It needs to have a mine built over it. (You can also build/repair the mine for them)
 
The only thing I can think of is that a Battleship costs 1 coal to train (GS expansion), and costs 1 coal maintenance once constructed. Perhaps you need to accrue the 1 coal before you can construct one? Each coal mine produces 3 units per turn.
 
Maybe Muscat has not actually discovered coal yet; you can see it becuase you have, but they don't know it's there and therefore aren't getting it. They could have just bee mining what appears to them to be a hill with nothing on it

Hmm. That’s an interesting possibility. It might be that. Except that when I look at the mine, there is coal lying around the place, and it looks very much like not just a mine, but a coal mine.
 
The CS does not have to have the industrialisation tech for you to get their coal, as long as there is a mine on the resource. It's enough if you have the tech yourself - I tested it many times. This applies to all strategic resources.
