Just a thought, why not allow for citizens relocate from one civ to a different one? A combination of factors (relative happiness, culture, economic conditions) could be used to determine if a relocation occurs. The moving citizen would retain its nationality, with whatever impact this may have on happiness, corruption, possible rebellion, etc. Presumably certain government types would limit or prohibit the ability of citizens relocating (Facism and Communism). Historically such population movements have had a major impact. It would (I think) introduce a new game element without detracting from overall playability. What do you all think?
 
Communism shouldn't limit its immigrants. The Soviet Union in the 1930's allowed the 100,000 plus American immigrants and did not send them packing back to the U.S. Of course with Facism it is a different story.
 
No, communism doesn't limit its immigrants -- but it does limit its emigrants! Strict emigration controls is the only way the USSR and the PRC manage(d) to keep prominent scientists and culture figures in their nation.
 
I was mostly thinking more about the effects this would have on game play. Basically this would make a 'builder' approach to the game more powerful (not that this is my style of play). Right now it is too easy to get around happiness issues by just creating entertainers and starving out an unhappy population. My way the citizens don't simply leave, they go over to your opponent.

Personally, I feel that it would be a great chance for Civ 4 while at the same time it is extremely easy to implement and does not require extra complexity or micromanagement.

I am strongly in favor of it!
 
I think the idea of "nationality flipping" is very interesting, especially as an alternative to culture flipping, although I am using a slightly different model in the UET. If you are curious, please look at post #170 (on page 9) in the UET thread (link in my signature). Although some of you may be aware that the UET would be a pretty radical change for Civ, I still agree that immigration would be an excellent addition to Civ.
 
Great idea...immigration and emmigration would be cool....you could decide who you want to let in...like you can say...i want to let in only romans or greeks...and if you are the most powerful civ, you get lots of immmigration...if you are very weak...lots of people emigrate...
