Edits the game setup menu so the AI start with mementos, and players can alter their mementos. A necessary part also was to
resolve the randomness of AI civs, setting their leader and civ values. These are now viewable and editable on the advanced setup screen.

You can view what mementos a player has equipped in the last column of the diplomacy screen of that leader.

Leaders/civs now have possible mementos to choose from, and its setup so modders can make auxiliary mods that alter or add
additional combos.

The mod also controls what civs other players are assigned in age transitions, so I can change mementos then too.

Note: A current issue with the memento editor means the popup starts unselected. But you can just click the slot while in the memento editor.

Would be happy to get feedback, or other memento combos to add in. Currently the memento combos are generated dynamically, with tables assigning which mementos are good with which civ, which leader, which other mementos.

There currently isn't a difference in how the mementos are assigned in different ages, even though they are a lot better/worse in other ages.

This does not affect multiplayer games. I haven't got the ability to test the multiplayer select screens.

New Memento combos, bugfixes

Big thanks to @Renouf for putting together a number of memento combos for each leader to make things more interesting. I've added them in, and weighted the combos so they should show up about half the time as opposed to the dynamic ones.

Also some bugfixes where mementos weren't updated after a civ was kicked off a leader because another one had higher priority, and a bugfix so two personas dont show up in the same game by randomisation (you can still do it manually...

Finally got around to finishing my mega list of era-based memento synergies :)

Each era has a pool of generic combos for each six attributes that will help any leader achieve their specific victory type. For example - Yasakani no Magatama and Eagle Banner will let a Antiquity science civ gain extra science from every codex to snowball through the tech tree, or in the Modern age Tricolor Cockade can create a burst of culture early on to unlock Archaelogy faster, then Merchant's Saddle to speed up their Explorers.
Whether the 'Generic Scientific' means a Leader with a science attribute (like Ada) or a civ from that era with a science attribute (like Han) I leave up to you.

Weighted higher can be civ-specific generics. For example, a Cultural leader playing the Han can play into the cultural strength of their Great Wall with Chalcedony Seal, or a Scientific leader playing the Han can use Golden Seal Stone and The Analects to double their already existing science bonuses.

Weighted strongest should be the leader-civ specific combos. These exist in cases where the civ has a preference for that civilization (such as Isabella with Spain) and also in cases where the civ has direct synergy with that civilization (such as Charlemagne with Maurya) since mods like RHQ AI can prioritize these over base game preferences. Some of the leader-civ specific combos are the same as the civ-specific generics in cases where the Leader has synergy with those mementos.

I've also included a tier list of each memento in the hands of the AI, if that helps with weighing
