Although it's not 100% accurate on all aspects, the civlopedia describes the city improvements pretty well.
The most comprehensive source I've seen is Nethog's, which you can get here:

Look for the Civ2 Reference Pack. The arrangement is not columnar; he was trying to get it all on one printable page.
The Civopedia is good for the quick lookup, but misses important stuff like not being able to build Hydro Plants anywhere, and how the SAM and SDI interact versus different kinds of attacks.
