I personally try to load up all my tiles with as many improvements as possible (unless under despotism), but to make the game more realistic, shouldnt you have to pay 1 gpt for every 20 non-road improvement. If you had to pay for the roads it would defeat their purpose. This would add more strategy to building improvemnts for no reason.
 
i would like to see a system that add strategie to the improvment issue.
on think i didnt like in civ 3 is that i am forced to build railroad to every non forest square, even to improve foodoutput, i didnt understan why they didnt made a farming improvment like in civ2, it looks terrible to see ur hole land under railroads, but ur are forced to do it!
this is first point which shell change.
A system to maintain improvments doesnt make much sense because in real life a farm is maintained by the farmer, or a mine by the miningcompany.

so limit the improvments by the rule that
an unuesed improvment disappears after a certain time.
