The description for the Impulse Drive technology reads "Speed +10". Am I correct in assuming that all my existing colony ships will benefit immediately, or does that only apply to new ships?

Yes, every new and existing ship of yours gets one extra move per turn.

By +10, I think it means +10%, though at the very least your ships see a +1 increase.

I must say it's a little confusing to say the least especially since other "+10"s typically mean +10%
