Please take this as helpful and not heavy handed...
Your game has just about every classic mistake, you can just get away with this if you are willing to take a very long time to win on Emperor, you will need to clean up you game if you wish to win sooner (or never lose for that matter), or step up to Immortal.
Will try to list the problems in the order of importance.
Default city manager - you will never get a good game from this, your cities will not grow, so you will fall behind in tech, and you will have very slow win times and even lose on Emperor. You should manually control all citizens.
Not completing Liberty - this is an old topic...
No NC on T119 - Even if you wanted an arty rush, this would be done a long time ago. The sooner you get the NC up, the sooner you get the other techs.
Researching Iron Working - just don't do it (just don't). Swords simply suck - Pikes are far better. Never build swords even if your UU is a sword (did I mention they suck?)
No Civil Service - you should be about done with education at this point. All VC's are all about science, you need Phylo, and then Education as fast as you can get them (will discuss early domination at the end). Other than making a detour to construction (not needed on Emperor), there is no reason to not bee line right to education unless you need masonry or BW for tile improvement.
3 workers - you need 5 for 4 cities
No scouts - you need to scout
Catapults - cats suck more than swords, here is a massive waste of hammer and gpt - build archers/CB/x-bows for domination.
Poor city placement - all you cities are on flats rather than hills.
Opening Liberty - this really depends on your intended VC, but if you opened Liberty just for the free worker and settler, then this is the wrong reason and the wrong way to play Liberty. Tradition is far more powerful than Liberty and its benefits scale for the entire game where Liberties benefits are short lived. Liberty is really only good for early domination now so you can forward settle your neighbor and be able to produce units rapidly. Your post implies you did not intend to continue war after Bismarck, if this is the case, go full tradition and you will have much better games.
Lastly, why Munich? The city sucks, has no unique resource, no food, and no production - this city should be razed and the ground salted.
On this topic, why are you considering war at all? I agree he should be taken out, he went full honor and build the SoZ - war is inevitable. It is an important question, your post implies you are not intending a domination victory - you should avoid war as much as possible.
Early Domination: at its earliest, early domination is a Cbow rush. It would be perfect for this map. Get writing, lux tech, archery, and right to phylo, you have a nice window to make 2 - 4 archers and you should be able to buy 1 (did I mention scouts?), get an early lux up an sell it so it comes back before you go unhappy, save the gold for upgrades. DoW your closest neighbor and just harass him until you get construction for exp. After Phylo, grab construction, upgrade your archers (you need a spearman also), and go to education then down to Machinery. Munich will fall to 3 CB's instantly, Berlin needs 5 so you can rotate the injured ones out. Liberty is extremely powerful for this - just drop your fee settler on your neighbors doorstep and enjoy the production boost.
The alternate early war is science focus, get education asap (4 cities tradition is usually best), get universities and armories up in all cities, then head to Fertilizer then Military science - bulb Dynamite with Oxford. Build cannons in all cities, upgrade and go kill using mounted units for city capture and getting line of sight.
