In FFH, everyone sucks at their 'supposed' job

Well in these 2 games, they're utterly passive ladybugs.

What is the map type, difficulty level, who are their neighbours and what is the religious situation?

First game Varn is Empyrean. Sheelba is Leaves. They don't like each other at all. Yet, no war.

Second game Sabathiel is Empyrean, he is right next to Veil Perpentach and Veil Thessa. Nothing.

Strange, because I've seen some extremely violent wars and clashes. They were in the 300-400th turn range, though.
