In the legacy code, water resources does not spawn at all, so unless 'Increase Resource Spawning' is selected no water resource will spawnSo does a Child of Condatis.
I am sorry but sometimes I can not comprehend English words perfectly so I am asking...
'10 points' means 0.001% addition to the base chance? So if a water tile has one Fish around, its fish spawn chance will be 0.004% and if two Fish are nearby, the chance will be 0.005%, right? (That looks good to me.)
And.. in my opinion 'Harbor' does not need to increase spawn chance because it is providing much more gold per resource than Farmer's Market(kind of its counterpart). Maybe it was designed when water resources did not newly spawn at all. It can be a snowballing now. (Besides maybe a 'harbor' can destroy sea resources rather than grow them in the real world?)
They get 20% cap bonus for each difficulty level above Prince (so 100% at deity).Is AI civ's unit support cap regulated by the same rule as that of humans? Or does it differ as difficulty level changes? Been curious for a long time.
NB: also Sheaim are marked to have plains in climate but have Broken Lands +1 Food. Anyhow changing that result in very poor conditions for the Sheaim capital.... Not sure if this should be changed...
You can build Farm on Moors (and also Plain) if it has fresh water. I think can be viable also for other terrain if they have fresh water...I think Sheaims do not need a specific terrain. Assuming that they adopt Ashen Veil, Field of Perdition can provide one Food by installing Pastures while Broken Land cannot have food improvements. So they need a food bonus for Broken Land. AV will always drive them into poor condition unless they adopt Sacrifice the weak civic. If not AV, terrains will make little difference in my opinion.
By the way, Farms can be built on Moors but the Pedia does not describe it.

Not on Shallows, Dark moors, Field of perditioin and Broken Land regardless of fresh water.(not to mention Ice and Desert)...You can build Farm on Moors (and also Plain) if it has fresh water.
