The Inca ability says "Units ignore terrain costs when moving into any tile with hills."
For any civ, the Scout ability is ignore terrain costs. That includes rivers. SO the same language should mean Incan units do not automatically end their movement when crossing a river, provided the hex the cross to is a hill. But in fact, that just did end the movement of a my first warrior, when it would have had a movement point left.
Has this been discussed? I can't find mention of it. I figure the false advertising would have promted an earlier discussion. So am I seeming an anomaly rather than intended behavior?
