Incense: Mine or Plantation?

So what is it with incense? Check out the Civilopedia, and you'll see that both plantations and mines are needed. Is incense only revealed with Mining, and only Improved by plantations? Or is that a bug?

Visible with mining and improved by a plantation means you need both to use it, no? I'd say that is correct behaviour then.
