Recently played a India game on standard size with 6 civs on deity all 9 of the cities i settled were above size 30 by the end of the game and Delhi was 54 pop, if you get a high tourism guy going freedom and you tag along you just need to manage internal trade routes well to maximise growth and tradition is also great late game.
