Industrial zones radiate 6-tiles bonus. What does it mean?

Industrial zones when upgraded radiate +3 to +7 production to cities withing 6 tiles. Does that mean the city center must be within 6 tiles or just a workable tile of a city need to be within the 6 tiles?
 
Is the District tile and the target City tile counted towards the 6? How blank tiles can be between the two? 4? 5? 6?
 
It actually doesn't do that. It's only Japan's Electronics Factory that radiates extra production 6 tiles away.

For Japan, just count the number of tiles from the industrial site to the city center. If that number is <=6, that city gains the bonus production.
 
Factory/power plant/zoo/stadium > tile > tile > tile > tile >tile > city center of other city

All industrial districts have the same range (barring one of the city states). Japan's has a unique building that goes in the district provides an extra bonus, but all civs have at least two buildings that have the range of 6.

Japan's Electronics Factory only grants an extra hammer and culture. It still provides 6 tiles away, just like every other factory.
 
I stand corrected (somewhat): it's not the Industrial zone itself, but rather the Factory and Power Plant that provides extra hammers 6 tiles away.

I wasn't quite at that tech, so I wasn't seeing any bonuses yet.

This. It means your main city center should be in the middle. You then build a circle of cities around it.
