Infinite strategic resource glitch?

I have been playing Civ 6 on my laptop for quite a while and I've encountered this weird glitch where when I recruit a unit or create a building that requires a strategic resource it doesn't affect the amount of the resources I have. Is anybody else experiencing this? And if so is there any way to fix it?
 
This is not a glitch. Unlike Civ V, where you needed one unit of a resource for each resource-requiring unit or building, in Civ VI resources are not "consumed" when you build or buy a resource-requiring unit. All you need is one copy of a resource to upgrade an obsolete unit to a resource-requiring unit or to build or buy a resource-requiring unit in a city with an encampment (or harbor, as applicable). Otherwise you need two copies.

Are you sure you don't mean "harbor"?
