I'm not sure that this is something that can be generalized to many parents, but I think some parents think that the rebellious phase is very, very important: the key point being that you want your kid to be capable of disagreeing with people in position of authority and/or to stand up for themselves if the need arises.
Just an observation after realizing that my father and mother often took positions on certain issues that I now know they didn't really agree with, but they felt that if they didn't put some sort of line, we'd cross something worse down the road.
My own experience, anyway.
