What we normally do is have the originator of the initiative decide how much of the citizen input to incorporate into the final version, and then post that version as a mock poll. If it sits too long, then some other citizen may proceed with it. Really, anyone could at any time as long as the discussion seems dead, but we try to give the originator the honor.

That sounded somewhat affirmative... I'll check I've taken everything that's been said into account and post it to be polled.
EDIT: I made a change to part II to make a majority required for the final naming, but I'm not actually sure about it... So I'll let this sit untill some time tonight (in being noon my time at present), and then I'll change it if there has been noise against it, or not if there hasen't and post the poll...
