i got this message from my firewall alert system!

A computer at IP address 221.208.208.195 has attempted an unsolicited connection to UDP port 1021 on your computer!

What do they want & have you gone through the same thing![pissed]

People will scan an entire IP range looking for waiting servers. Some firewalls consider this virtually-random request to be an attack. Scare mongering increases sales ;)

Scanning/probing is very common but if it makes you feel better, you can send a complaint to that person's ISP.

If that person were to discover, and then connect to the right type of server, they might have access to your files or be able to hijack your PC.

How can you send a complaint to that person's ISP?
And how can you know who that person is based on his/her ISP?

Just do a whois lookup on that IP. Should give you the name, and probably address and phone number or email of the ISP that owns it.

I don't think that you can tell what specific person owns the IP (especially if their IP isn't static), but their ISP can tell fairly easily.
