is Bloom broken in patch G?

I just used python for both the spells requirements and effect. I removed the normal effect from the xml define for the spell, and added this to CvSpellInterface.py:

I dont think you should make it elf only. Guardian of Nature only makes *much* more sense.

FoL is already SO ljosalfar-specific that it might as well not be a separated religion and just come with the package when you click that race. Frankly Ljos can be pretty damn overpowered with FoL and that's why it's a favored combination.

GoN allowing bloom on improvements for anyoneis not any worse than Arete adding hammers to mines. It might actually make following the Leaves a respectable option for races that are NOT poncy elves.

You have a universally useful religion like OO on one hand and a myopically focused on just elves one like FoL on the other...

The unique ability of the two elf races however is to build improvements on forest. The change isn't supposed to add this ability to other races, just reduce the micromanagement needed to get forests on already improved tiles (namely the pillage, bloom, rebuild cycle that comes with Priests of the Leaves).
 
Elves can build directly on forest, while a GoN running civ of another flavor has to bloom after the fact, I dont see a problem with this notion. Its a huge advantage to the elves just the same.

Elves under fol are silly... zero joy or health issues, 6 coin 3 food 2 hammer tiles in every tile.... I mean sheesh...
 
I think the elves need a deterrant to forming huge empires. It doesn't seem like elves (as a reculsive race) would spread very quickly across a fantasy world. Maybe increased distance from palace maintenance or number of cities maintenance?
 
It would actually be very interesting if EVERY civ had unique Distance Costs, AND unique Number of Cities costs.

Dwarves ought to have lots of cities, but tightly bound together (with Forbidden and Winter Palaces allowing for seperate "chunks"), Elves ought to have few cities, FAR apart (and maybe allow trade networks to be connected by forests, not just roads, so they can actually manage this). Orcs should have tons of cities all over the place...

It'd be awesome if it could happen.
