[NFP] Is Dance of Aurora/Work Ethic not working?

I wanted to try this strategy out so I loaded a game as Peter, got an early religion, chose Dance of the Aurora and Work Ethic. However it looks like the DoA pantheon is not triggering the bonus from Work Ethic:

Did I screw something up? Did they change this in a previous patch and I just didn't notice? Any help is appreciated.

Only St. Pete has your religion so Tver, correctly, does not benefit from Work Ethic.

i cannot tell you how many times I’ve gotten all amped up to have a super-productive second or third city with Russia once my lavra finishes only to realize that I forgot to convert first.
