Is F10 an exploit?

I just want to explain/remind, that this game was *designed* to be played with not more than 8 Civs at a time.

OK, so it is "imputed intent".

It doesn't matter, really. I think some people just don't want to call it an "exploit" because that makes it a BAD THING. I don't attach that much semantic importance to the word, myself.

I'm sure glad they raised the opponent limit, though!
