Is governor Moksha OP?

I’d argue that he is not OP because every player has access to him. While he certainly makes RV achievable very quickly, theoretically a competing player could also recruit Moksha as well to combat your spreads.

He's not OP at all, in fact if they debuffed him at all he'd be next to useless. He's good if you want to spread your religion, but I bet you'll still end up taking Magnus too. :p

He's stupendous if you want to spread your religion rather. Something can be OP in the context of the game even if it's available to every player. I get that with governors they're helping out smaller Civs (or tall play if you will); but this one guy still shouldn't override mass effort into Holy Sites etc. What they need to be careful about is similar to how they've acknowledged that no one likes "rubber banding" catch up mechanics - OP governors can quickly make a mockery of hard earned effort; undermining much of the ethos of Civ.
 
I don't see how he's OP though? All of the other governors have very good abilities, it makes sense that his would be good as well. I used him in my most recent religious victory, and while he did make it easier, having Hagia Sophia, Stonehenge, Mosques, and Jerusalem was a way bigger factor.
 
I think with the Cardinal it's more obvious as the others who are regularly talked about as OP aren't as directed at just one VC.
Personally I don't think those other things are waaaay bigger (though the new Jerusalem is kick ass :) )

Yeah, I found Jerusalem near by. I felt like I just had to try it, and before I knew it and despite my intentions I was going for a religious vicotry. :D
 
Heck if anything is OP it's the new Jerusalem. When I saw its bonus I thought "OMG really"? I was specifically going for a religious victory, started next to stone with Jerusalem just a little ways east. I was like, "Well this is going to be easy..." And it was! :p
 
Well, lets put it this way - if any player gets the Cardinal & Yerevan combo going - that's it. Game over. I guess it's Yerevan as much as the Cardinal. At least in MP other players can see the danger. The A.I. won't understand in SP though. Maybe the Cardinal and Jerusalem is also just as bad :dunno:
 
I'd argue Yerevan is far more broken than Moshka. With Moshka you still only get a chance of getting a good promotion, and you have to invest four governor points to get it. With Yerevan it's guaranteed, and you only need to suzerain them.
 
If your opponent knows what he's doing, Religious Victory is unwinnable regardless (except against Kongo). Op-ness is due to AI idiocy, not the governor. Besides even in a Religious Victory I'd still take Magnus for chopping HS or Reyna for rush-buying them...
 
Given the Apostle upgrade is pretty much his only useful upgrade and requires you to burn 3 upgrades to get, he certainly isn't overpowered. If anything, I'd say he is tied for most worthless governor along with Viktor.
 
He definitely helps for RV but I don't think he's OP especially compared to Magnus who I would argue contributes far more to RV or any victory for that matter.

It's a matter of balance between the governors, not availability. You don't want to be forced to max one particular governor each game in order to have a winning chance.

Yeah, for the game you want it to be a difficult choice of which one to get.

Or declare war and do unfortunate things to religious units.

Also, moksha is my favourite in terms of art. His facial expression is very pompous.

No, Yerevan lets you chose from all possible promotions, not only from two randomly chosen. Moksha gives you one more choice (so you can pick two instead of one)

BTW: Does the Citadel of God promotion practically prevent that city from being converted?

I just won another early RV. Had apostles with 8 or 9 charges (3 + 1 from mosque + 2 from golden age dedication + 2 or 3 from either translator or pilgrim promotion) and triple strength spreads, thanks to Moksha. Too easy.

Btw, someone asked about which promotions you can choose from: I think you have to take the crappy ones occasionally or you're getting constantly offered them. But most of your apostles will be powerhouses.

Also, I've never seen an AI apostle with two promotions.

did they fix the bug where after picking the strong promotions (and also do mid-tier ones) a few times, you only had one to chose from?
