Is ioffer a reputable site?

I was looking for a magazine and I noticed its up for sale on a site called ioffer which looks sort of like eBay but I dont see any bidding. The seller has 100% reputation and accepts paypal (I have a prepaid credit card I got today.)

Would you recommend this place? I googled it and got mixed results. Heres the link if anyones interested.
