Is it a bug or AI cheating?

I had almost fully occupied an entire continent except some land up the northern tundra. The whole coast of the continent was my territory except two hex of which one hex is a cliff. I station 6 units on these two hex and adjacent to them. The AI sent one settler and two accompaning troops just slip through my troops who meant to block thier entrance!! They made it in one move from the sea and appear right behind my troops. so they landed on the third tiles from the coast and one of it was a hill!! quite frustrating!!

Once you hit steam power, embarked units have 5 moves by default. If they had the great lighthouse, then they could have 6 (or be further along in the tech tree).

If they started the turn on the fish, I think in theory they could take 1 move to the coast, 3 to land, then one for the chariot, and the last move to the tile they're on. It's a remnant of the fact that for some wholly unknown reason, units get more moves on the turn that they land than what they could physically get as land units.
