I'm on my 3rd game in a row that I've noticed this. The last 2 I didn't notice it until quite late in the game, as I got more than halfway through and realised..nobody had even created a wonder except me. Then when I got a Spy, I noticed the AI had 1, maybe 2 districts per city. That and most enemies stopped building new cities, even though they had great spots and space around em.
I'm playing a game at the mo to keep an eye on it, and on Demi-God (1 below Deity, Smoother Difficulty), and on turn 50 none of the AI have even built a district. I'm already starting to outpace the AI because literally all of them are fighting each other (and leaving me alone).
Am I having just a weird run of plays, or is this the direction AI+ is going ? It's no fun realising you're gonna win in Classical era!
EDIT: Y'all can ignore this, I think I was just misreading the game. The AI was building a bit of an army to protect itself, now I've seen it a few times I was the one in the wrong.
