Is it me or is AI+ on R&F just making every civ fight each other ?

I'm on my 3rd game in a row that I've noticed this. The last 2 I didn't notice it until quite late in the game, as I got more than halfway through and realised..nobody had even created a wonder except me. Then when I got a Spy, I noticed the AI had 1, maybe 2 districts per city. That and most enemies stopped building new cities, even though they had great spots and space around em.

I'm playing a game at the mo to keep an eye on it, and on Demi-God (1 below Deity, Smoother Difficulty), and on turn 50 none of the AI have even built a district. I'm already starting to outpace the AI because literally all of them are fighting each other (and leaving me alone).

Am I having just a weird run of plays, or is this the direction AI+ is going ? It's no fun realising you're gonna win in Classical era!

EDIT: Y'all can ignore this, I think I was just misreading the game. The AI was building a bit of an army to protect itself, now I've seen it a few times I was the one in the wrong.

I think as long as the warmonger penalties stay super high and denouncements are flying left and right, nations stay at war.
 
I felt like since R&F, war has been happening a lot less. I actually edited warmonger and war weariness to bring it down more, as I had one game where not once did I enter into war. I put it down to being enough space (I increase map size about 6 per direction, which adds a substantial area), but even when the map became full nobody would ever declare war on me.

But with AI+ I noticed some civs wouldn't create more cities (in 1 case, Mapuche had 6 settlers just..hanging around. He had amazing land next to him, which bordered a coast. Amenities weren't an issue and we were allies). In a weird instance, the more war-focused civs would build nothing but horses. I'm talking literally no space in their empire, and they had zero money. But just created more horses lol.

I seen that mod that came out the other day to fix the typo, I'm about to give that a try as I've now got 2 out of 5 civs who are only producing 1 unit, and just filling up their land. Having 7k strength is impressive and all, but I really don't wanna have to Hiroshima a horsey :(

I feel exact opposite. AI is determined to grab every tile, no matter what.

I swear the AI opponents can conjure up units and gold whenever they want. I had a war with Shaka once, and he was losing badly, I was basically going to wipe him out. In the peace deal, he gave me all his gold and all his gold per turn. So after the deal was done, I clicked him, to see his diplomat screen and he's got 120 gold and like, 30 gold per turn. How sway??
 
Can we swap copies then please mate! Don't get me wrong, I love being left alone in the beginning, to get that foothold that determines a lot of your future strategy..but damn, it's like I don't exist! I thought maybe it's because I'm too far ahead and they focus on what they can manage. Or because I focus on trading and they don't wanna damage that, but sometimes it just feels like..am I not pretty enough to invade :(
 
I never get declared on either. Using AI+. Going to try a game without it.
