Is it possible to assign random techs to Civs at startup

Well, is it? I think that would be more challenging than having the same techs being assigned to the same Civs all the time. This is kind of like random personalities (which I love btw).

Take a look at TheLopez's Localized Starting Techs Mod.

Either use it as is, or use it as a starting point to see how to handle the randomization.
