Is it possible to change Civ colours?

I'm trying to make a Britain scenario with the English, Welsh, Scottish, Irish and Cornish with their team colours co-ordinated with the flags. Obviously it's fine for the english, scots and irish (white/blue/green respectively) but I was wondering if it's possible to change the colour of the barbarians and assign red to the welsh, and of course make one civ black for the st pirans cross?
