Using a VPN is more reliable. It is technically possible to play without one, but from what I've heard most people experience an inability to see games other people have created. Using Hamachi to side-step the problem is just easier than trying to troubleshoot it.

Is there a some manual to play Fall from Heaven using Hamachi?
 
Find one of the FFH/MP/RP threads floating around. We usually get together for a big game 5pm Saturday nights GMT, you can find out more in the #Erebus IRC channel, which there is a sticky thread in the main forums.

And the internet is not a big truck. The internet is a series of tubes.
 
Just get you and whoever you want to play with to both install Hamachi (it's a free download program). One of you will create a room in Hamachi and assign it a password, the other person will choose to join that room and enter the password to gain access. You all now have a Hamachi VPN established. Now all you need to do is make note of the game hosts Hamachi IP Address (which will be displayed next to their name in the Hamachi window), and everyone connects to that address.

I'm not sure if there is an easier way to explain this as it's very simple, just make sure everyone has matching versions of Hamachi. Lastly, I know later versions of Hamachi had issues with creating LAN games with "some" games, which is why our group uses an older more stable version. I'm not sure if Civ4/FFH is one of those problematic games, but I'm pretty sure it isn't, so everyone just downloading the most recent version of Hamachi should be fine.
 
The last thing that you can do is just create a direct IP game. Thats how my girlfriend and I always play. There is never any issue finding the game, as long as you know the hosts IP address, and it can be played with as many people as you want.

I always figured the problem with Direct IP is that you would have to open up a bunch of ports on your Router to pass the Civ4 information on so people can see your game. This tends to be difficult for some people, and unwelcome as well. Obviously you won't have this kind of problem if you aren't behind a router, or a firewall, or have DMZ turned on or something.
 
actually, IIRC, direct IP was able to reach through a firewall and router, without having to make changes to the router. I did of course have to turn on an exception for civ 4 in windows firewall, but that is just a couple clicks of a button. I will admit to having trouble connecting on a LAN (just a regular old lan, not hamachi) between two computers with just a single router in between them - hence why I now only use direct IP.

on Hamachi ... the current networks would be FFHRPII, FFHFFA, and Tasunke Lair.
