What exactly are you asking here?

Can you play scenarios without the expansion packs? Well, some. Waaaay in the back there are a few Vanilla scenarios. There aren't many though. You won't be able to play any newer scenarios, though.

Can you play scenarios without downloading the scenarios? That is a big old nope. Gotta download the scenario before you can play it. Can't play civ without installing the game, can you?

Look through the Completed Scenarios forum. Search for the oldest ones, that require just Vanilla Civ to play.
