Is military supply working correctly?

That's how it looks like in my empire right now. I built seven barracks, each is said to increase the supply by 1, but nothing changed. None of the values here changed at all. No additional cities were founded in the meantime and only one tech was researched.

EDIT: I've just researched tech, supply dropped by 1, as predicted. But, at the same time I also build 3 barracks next turn and supply went up only by 1.

Empire size maybe?

Btw I've always found a bit weird that discovering new techs or increasing empire size results in less military supplies.
 
It's weird but also very good imo. Empire size both penalizes going wide, which is very important since going wide is stronger than tall, and it reduces amount of units, making the game less exhausting. Tech penalty penalizes snowballers, which is ofc. very important and also makes the game less exhausting esp. late game.

The only bad thing is that it makes supply sources more valuable than otherwise, making teocallis for example pretty much always the top choice when choosing a follower for a religion.

In OP case, they have too many cities causing high empire size penalty with too low population and not enough military infrastructure, causing too low base supply before reductions.
 
Yeah, makes sense if it's due to overextension. I wonder if we should keep flat supply bonuses (e.g. barrack line) free from tech/empire size malus though. It's small compared to pop modifiers anyway, imho would have a better game feel, if description says +1 supply, you should get that.
 
Are you sure the flat bonuses are free from tech and empire size malus? I'm 99% sure it isn't. I've build plenty of barracks and teocallis without seeing increase in supply. sometimes even 2 without supply increase.
 
ah, my bad, you suggest making it free from these maluses, interesting but i don't like it. I'm immediately thinking about teocallis being even stronger with this change which i dislike. It's also promoting going wide, which i dislike too.
